You are invited to participate in a proven and reimbursible service delivery aimed at integrating behavioral health into medical facilities. According to the Substance Abuse and Mental Health Services Administration (SAMHSA), integrating behavioral health services into medical facilities is crucial to effect better health outcomes for patients. In fact, research has demonstrated that behavioral health may play the largest part in improving the health of patients.[1] For that reason, SAMHSA grants for Screening, Brief Intervention and Referral to Treatment (SBIRT) have been awarded nationally for a number of years. New Mexico has been the beneficiary of multiple SBIRT grants.
Life Link Training Institute has been conducting training and managing New Mexico’s project since April 2015. Patients screened in this project demonstrated a high number of patients who could benefit from intervention and treatment. Approximately 40% of patients scored positive for concerns related to substance use/mis-use, mental health or co-occurring disorders.
The outcomes, on follow-up, were impressive and showed an improved the quality of life and health for many patients. Sustainability was a goal throughout this grant and the SBIRT Implementation Team, NM Behavioral Health Services Division (BHSD) of the Human Services Department (HSD), along with community partners, collaborated with Medicaid/HSD to develop policies and rules related to SBIRT. Reimbursement is contingent on certification through training and assurance of adherence of the established uniform SBIRT practice.
Medical sites who adopt SBIRT into their practice will receive Medicaid reimbursement over and above the medical visit billing. Effective January 1, 2019, Medicaid Waiver 1115 was enacted to encourage behavioral health integration into medical facilities by utilizing SBIRT. Each screen is billable at a rate of $34.96; brief interventions are billable at $69.93.
